Background: The applicant has requested a Preliminary and Final Plat for a proposed three lot subdivision of the existing property located at 3685 New Brighton Road. The site consists of a 1.88 acre parcel of land currenty occupied as a single lot with one single-family residential dwelling and detached garage. The proposed subdivision would create two additional lots on the western side of the parcel with frontage on Thom Drive that are expected to be developed for single-family residential dwellings. A copy of the proposed Site and Utility Plan has been provided as an attachment. 

The parcel currently contains a sanitary lift station located on the southern edge of the site approximately in the middle of the parcel. In addition to the Preliminary and Final Plat request, the applicant has proposed a partial vacation of the utility easement that covers the area of land around the sanitary lift station. 

Location: The property at 3685 New Brighton Road is generally located north of Thom Drive, east of Cleveland Avenue, south of County Road E2, and west of New Brighton Road. 

Further Information: The application and all documentation are on file and available for inspection at Arden Hills City Hall, 1245 West Highway 96, Arden Hills, MN 55112. A report evaluating this application will be available for viewing at City Hall and online at www.cityofardenhills.org/agendacenter approximately one week prior to the Planning Commission meeting. NOTICE OF FACILITIES MAINTENANCE PROJECTS

Independent School District No. 623 (Roseville Area Schools)

Notice is hereby given that the Board of Education of Independent School District No. 623 (Roseville Area Schools), Ramsey County, Minnesota (the “District”), intends to issue its general obligation facilities maintenance bonds in the maximum aggregate principal amount of $10,000,000 (the “Facilities Maintenance Bonds”) pursuant to Minnesota Statutes, Chapter 475, as amended, and Section 123B.595, as amended. The proceeds of the Facilities Maintenance Bonds will be used to finance certain deferred maintenance projects and health and safety projects included in the District’s ten-year facilities plan and to finance related costs. A general description of the projects to be financed is as follows: 

Mechanical, electrical, and plumbing deferred maintenance projects at various District elementary school district facilities, as approved by the Commissioner of Education. 

The total amount of District indebtedness as of November 1, 2017 is $36,610,000. If these proposed Facilities Maintenance Bonds are issued, the total indebtedness of the District will be $46,610,000.

OF THE NEW BRIGHTON CITY CODE REGARDING COMMISSIONS 

THE CITY COUNCIL OF THE CITY OF NEW BRIGHTON ORDAINS as follows: 

Section 1. New Brighton City Code, Chapter 2, Article 4 is amended as follows: 

Sec. 2-73 Student Commissioners 

The Council may appoint student members to each commission. Students are voting members of each commission except for the Planning Commission. The student commissioner of the Planning Commission shall act as an ex officio member of the commission. The member shall have full rights to discussions and opinions, but shall not be a voting member.

The City of Shoreview will be holding an Open House relating to an update to the City’s Surface Water Management Plan (SWMP). The meeting will be held in the Shoreview City Hall Council Chambers, 4600 Victoria Street North, Shoreview, Minnesota, from 5:00 p.m.to 7:00 p.m., local time on Thursday, November 30, 2017. The primary purpose of the open house is to gather input on the Draft of the updated SWMP that is currently in process. The public will have an opportunity to review the Draft Plan and provide input on a range of water resources topics addressed in the Plan, including recent pond and water body high water levels, potential for flooding, design standards for development projects, water quality and wetland management. WHEREAS, Minnesota Statutes 205A.11, subdivision 2 requires the School Board to designate combined polling places for the upcoming year by resolution; and 

WHEREAS, changes to the combined polling places locations may be made at least 90 days before the next election if one or more of the authorized combined polling places becomes unavailable for use; and 

WHEREAS, changes to the combined polling place locations may be made in the case of an emergency when it is necessary to ensure a safe and secure location for voting; and 

WHEREAS, the state primary is August 14, 2018 and the state general election is November 6, 2018.

An Ordinance Amending Title 10 of the City Code, changing certain real property located at 2315 Chatsworth Street from High Density Residential-1 District (HDR-1) to Low Density Residential-2 (LDR-2) District 

The City Council of the City of Roseville does ordain: 

Section 1. Real Property Rezoned. Pursuant to Section 1009.06 (Zoning Changes) of the City Zoning Code of the City of Roseville, and after the City Council consideration on PF17-009, the following property, located at 2325 Chatsworth Street is hereby rezoned from High Density Residential-1 (HDR-1) District to Low Density Residential-2 (LDR-2) District.

AND BE IT FURTHER RESOLVED, that the School District clerk is hereby authorized to designate an emergency replacement combined polling place meeting the requirements of the Minnesota Election Law for any polling place designated in this resolution when necessary to ensure a safe and secure location for voting; 

AND BE IT FURTHER RESOLVED, that the School District clerk is directed to send a copy of this resolution and any subsequent combined polling place designations to the Ramsey County Elections Office.

Carole Nielsen, Executive Director of Administrative Services, reviewed the quarterly budget report for the period ending September 30, 2016. Discussion followed. 

Mary Roden, Assistant Director of Assessment, presented a report on the 2016-17 District progress on the components of the Mounds View Accountability Plan: Our Promise, Our Plan, Our Progress, as well as the progress on the District’s World’s Best Work Force plan goals. Discussion followed. 

Superintendent Lennox provided an overview of the 2017-2018 Individual School Improvement and Innovation Plans (ISIIP) and shared the priority work that will be happening at school sites over the course of this academic year. Discussion followed. 

Karl Brown, Director of Community Ed & Technology; Sue Stoner, ECFE Coordinator, Marcia Reed, ECSE Coordinator and Kindergarten Center principals Kristi Abbott and Ryan Lang provided an update on Early Childhood Family Education and Special Education classes at their three locations. 

Karl Brown, Nathan Flansburg, Sunnyside Principal and Julia Hennen, Sunnyside ISF/teacher, provided an update on STEAM (Science, Technology, Engineering Art and Math) initiatives at all levels. Discussion followed. 

Board chair provided an AMSD update.
