City Council of Lake Elmo will

A 1987 Amendment to the

Federal Clean Water Act required

Elimination System (NPDES)

permit from the Minnesota Pollution

Control Agency (MPCA) is required

as part of this program. The permit

identifies a number of measures

that must be met or implemented by

each community. The six minimum

measures are:

• Public Involvement and

Participation

• Illicit Discharge Detection and

Elimination

• Construction Site Storm Water

Controls

• Post-Construction Storm Water

Management for development and

redevelopment

• Pollution Prevention/Good

Housekeeping for Municipal

Operations

The City’s Storm Water Pollution

Prevention Program specifies best

management practices intended to

satisfy the permit requirements for

each of the minimum measures.

As part of this program, the City is

required to hold an annual meeting

to encourage public discussion and

participation regarding its storm

water quality and steps it is taking

to address the six minimum control

measures. A copy of the SWPPP is

available on the City website or by

contacting the City Engineer. An

annual report will be submitted to the

MPCA in June 2019. The minutes

of the annual public meeting will be

incorporated into the City’s annual

report.

The meeting will be held as part

of the regular City Council Meeting

at City Hall. The agenda for this

meeting will include:

1) A Presentation about

implementation of the City’s Surface

Water Pollution Prevention Program

in 2018,

2) Affording interested persons the

opportunity to make oral statements

concerning the Storm Water Pollution

Prevention Program,

3) Consideration of relevant written

materials that interested persons

submit concerning the Storm Water

4) Consideration of public input

in making adjustments to the 2019

– TREES, ADDING ARTICLE

VII – TREE BOARD.

The City Council of the City of

Oakdale hereby ordains

Section 1. Chapter 22 of the Code

of Ordinances is hereby amended as

follows:

ARTICLE VII. TREE BOARD

Sec. 22-25. Board Established.

A Tree Board for the City of

Oakdale was established in 1995

in association with the city’s

participation in the Tree City USA

program. The board serves as an

advisory board for the City Council.

All conclusions reached by the board

shall serve as recommendations and

powers of execution shall be vested

in the City Council.

Sec. 22-26. Functions and Duties

of Board. The Tree Board shall

act in an advisory capacity in all

matters pertaining to trees. Specific

responsibilities of the Board shall be:

(a) City Tree Program: Annual

program/report that may include

taking inventory of trees, species,

locations, and condition; annual work

plan for tree maintenance, care,

removal, and development; a plan

for new plantings; priorities relating

to trees; and any other activities to

promote, maintain, or develop trees

in the city.

(b) Tree Preservation: Develop

policy recommendations for

amendments to the city’s tree

preservation ordinance, Article III of

this Chapter.

(c) Other: develop tree program

in conjunction with the annual Arbor

Day celebration; maintain diseased

tree and public tree care policies;

implement community forestry

program; submit Tree City USA

recertification applications; and work

on other programs as assigned by

the City Council.

Sec. 22-27. Composition of

Board; Appointment to Board.

The Tree Board shall consist of up

to fifteen (15) regular members,

appointed by the City Council and

representing one member each of

the city’s commissions Economic

Development, Environmental

Management, Parks and Recreation,

and Planning and citizens at

large. A simple majority of the

serving members shall constitute a

quorum. Vacancies occurring due

to resignation or removal from the

board shall be filled by City Council

appointment. Resignation of Tree

Board members shall be submitted

in writing to the City Council.

Sec. 22-28. Organization of

Board. The Tree Board shall elect

from its membership, a Chairperson

and Vice-Chairperson annually at its

first meeting of the year.

Sec. 22-29. Board Meetings and

Records. The Tree Board shall hold

regular meetings as established in

the bylaws. These meetings shall be

open to the public. The Tree Board

shall submit copies of its meeting

minutes to the City Council following

each scheduled meeting and

shall submit periodic reports when

requested by the City Council.

Sec. 22-30. Removal of Board

Members. Board members may be

removed, at will, by action supported

by a majority of the City Council.

Also, given that the City Council

expects diligence in attendance by

the members at board meetings,

excessive absences will be

considered as grounds for removal

from the board.

Sec. 22-31. Residency

Requirement. To the extent

possible, persons appointed to serve

on the board shall hold residence

within the corporate limits of Oakdale.

Section 2. This Ordinance shall

take effect and be in full force from

and after its adoption and publication,

as provided by law.

agreement with Novak’s Orchard

LLC, dated October 31, 2018.

- Change order #1 in the amount

of $309,910.83 reduction and #2 in

the amount of $16,350.34 increase

to Contract No. 12237 with Kraus-

Anderson Construction for the work

on the Stillwater License Center.

Sheriff’s Office

Approval of the following actions:

- Joint powers agreement with the

City of Oak Park Heights, to provide

fuel to the city for law enforcement

services.

- Cooperative agreement with the

City of Minneapolis, to provide law

enforcement April 1–9, 2019, for the

NCAA Men’s Basketball Tournament.

- Five-year tower license

agreement with Mobile Radio

Engineering (MRE) to allow MRE

O’Rourke reported the House

released the Capital Infrastructure

bill and proposed $15 million for

the Manning and Highway 36

interchange.

- Board correspondence was

received and placed on file.

- Board workshop for an update on

the Carnelian Creek Corridor (Wilder

Forest) Land and Water Legacy

Program (LWLP) project.

- Board workshop to consider a

new LWLP project in Cottage Grove.

Public Works

Approval of the following actions:

- Memorandum of Understanding

with South Washington Watershed

District (SWWD) for alternative

compliance.

- Resolution No. 2019-037,

designating April 10, 2019, as

“Wear Orange Day” to promote work

zone awareness, and the week of

April 8-12, 2019, as Work Zone

Awareness Week.

- Executive (closed) session

to review a proposed settlement

agreement for the acquisition on

parcels 12.029.21.44.0006 and

13.029.21.11.0001, as part of the

County State Aid Highway (CSAH)

15 and CSAH 14 realignment and

safety improvement project.

Sheriff’s Office

Approval of the following actions:

- Joint powers agreement with the

City of Bayport to provide fuel to the

city for law enforcement services.

- Accept the 2018 State of MN

Federal Boating Safety Supplemental

Equipment grant through the MN

Department of Natural Resources in

the amount of $6,580.

- Resolution No. 2019-038,

recognizing the 9-1-1 Public Safety

Dispatchers in Washington County

and proclaiming National Public

Safety Telecommunications Week,

the week of April 14-20, 2019.
