CITY OF NEW BRIGHTON PROJECT NUMBER 17-19

GRANULAR ACTIVATED CARBON (GAC) PROCUREMENT FOR 

WATER TREATMENT 

PLANT #1 

Bids Due: January 17, 2018 

Sealed bids for the procurement of granular activated carbon (GAC) and related services will be accepted for City Project 17-19, which consists of the following: removing and regenerating spent GAC, furnishing and installing virgin GAC, and providing associated technical assistance for a potable water treatment facility owned and operated by the City of New Brighton. The Contract Documents provide for regeneration and supply of approximately 960,000 pounds of GAC during a three-year contract period. 

Bidders must be a GAC Manufacturer or GAC Regenerator. Definitions of these terms in the proposed Contract Documents require ownership of the facilities used to manufacture or regenerate GAC, respectively. GAC shall be NSF 61 certified, virgin food grade and manufactured from bituminous or sub-bituminous coal from domestic sources. 

Bidders are encouraged to review the proposed Contract Documents early and to note the non-mandatory Pre-Bid Conference on January 4, 2018 at 11:00 am local time at Water Treatment Plant 1. 

The City of New Brighton will receive bids until 1:00 p.m. local time on date noted above, at the Office of the City Engineer in New Brighton. Bids received after this time will not be accepted. Bids will be opened publicly and read aloud immediately after specified closing time. No bids may be withdrawn for a period of thirty (30) days from the date of opening of bids. Owner reserves the right to accept any bids, or reject any or all bids and to waive irregularities.

PUBLIC HEARING ON 

THE FINANCING AND A RELATED STREET RECONSTRUCTION PLAN

CITY OF SHOREVIEW, MINNESOTA 

NOTICE IS HEREBY GIVEN that the City Council of the City of Shoreview, Minnesota (the “City”), will meet on Monday, December 18, 2017, at 7:00 p.m., at the City offices, 4600 Victoria Street North in the City (the “City Offices”), for the purpose of conducting a public hearing on (i) a proposal that the City issue bonds, in one or more series (the “Bonds”), under Minnesota Statutes, Chapter 475.58, Subdivision 3b, as amended (the “Act”), in order to finance the costs of street reconstruction projects, as described in the proposed street reconstruction plan (the “Project”) and (ii) the proposed street reconstruction plan prepared with respect to the Project. The aggregate principal amount of the Bonds to be issued for the Project will not exceed $3,000,000. 

A draft copy of the street reconstruction plan relating to the Project is available for public inspection after December 6, 2017 at the City Offices during business hours, 8:00 A.M. to 4:30 P.M., on normal business days. 

All persons interested may appear and be heard at the time and place set forth above, or may file written comments with the City Manager prior to the date of the hearing set forth above. 

If a petition requesting a vote on the issuance of the Bonds, signed by voters equal to five percent of the votes cast in the last City general election, is filed with the City Manager within thirty (30) days following the public hearing, the City may issue the Bonds only after approval by the voters at an election.
