of major nuisances.

The district has supplied cost estimates to operate and staff the additional building space and believes existing

revenues will be sufficient to fund any operational cost increases associated with the proposed facility improvements.

In addition, the school board believes the proposed projects are in the best long-term interest of the district.

If the bond referendum is successful and bonds are sold, the debt service on the bonds will be eligible for debt

service equalization under Minnesota Statutes, section 123B.53, subdivision 3, if the bond schedule is approved.

The amount of debt service equalization aid, if any, the district receives is determined annually and is dependent

upon property wealth, student population, and other statutory requirements.

Review and Comment Statement

Based on the department’s analysis of the school district’s required documentation and other pertinent information

from sources of the Minnesota Department of Education, the Commissioner of Education provides a positive review

and comment.

Ramsey County Public Works

proposes to reconstruct CSAH

53 (Dale Street) between Iglehart

Avenue and University Avenue

in Saint Paul, including replacing

the existing bridge over I-94;

Americans with Disabilities Act

(ADA) and pedestrian improvements

including enhanced crossings and

wider sidewalks; and water quality

enhancements.

In accordance with Section 6009

of the Safe, Accountable, Flexible,

Efficient Transportation Equity Act:

A Legacy for Users (SAFETEA-LU)

Public Law 109-59, enacted August

10, 2005, Ramsey County Public

Works is soliciting comments on

the effects this project would have

on the recreation area of the Rondo

Education Center. The project will

impact approximately 10 percent of

the field area that is adjacent to Dale

Street. After construction is complete,

the ball fields and facilities on and

functions of the site are not expected

to be significantly impacted.

It is anticipated that Ramsey County

will request the Federal Highway

Administration (FHWA) to determine

that the proposed action at Rondo

Education Center is a Section 4(f)

de minimis action in accordance

with Section 6009(a) of SAFETEALU.

A de minimis finding may be

made when uses of Section 4(f) land

will have no adverse effect on the

protected resources.
