All bids shall be contained in a

sealed envelope plainly marked

showing that such envelope contains

a Bid for the Project, prepared in

accordance to Section 00 21 13 –

Instructions to Bidders.

Each bid shall be accompanied by a

bid security in the form of a bid bond,

certified check or cashier’s check, in

a sum equal to five percent (5%) of

the maximum bid price, executed by

the Bidder as principle and by surety

company authorized to do business

in the State of Minnesota, payable to

North St. Paul-Maplewood-Oakdale

Independent School District 622,

conditioned that if the principle’s

bid be accepted and the contract

awarded to the Bidder, the Bidder

will within ten (10) days after Notice

of Award has been executed, will

execute and effect a contract in

accordance with the terms of the

Bidders bid and a contractor’s bond

as required by law and regulations.

The bid security of the two lowest

bidders will be retained until the

Notice of Award has been executed,

but no longer than sixty (60) days.

The bid security is a guarantee that

the Bidder will enter into a contract

for the work described within the

Bidding and Contract Documents.

Countersignature of a bid bond is not

required under this section.

The provisions of Minn. Stat.

16C.285 Responsible Contractor

are imposed as a requirement of this

contract. All bidders and persons or

companies providing a response/

submission to the Advertisement for

Bids shall comply with the provisions

of the statute. Prevailing wages

Successful Bidders will be required

to furnish a Contract Performance

Bond and Payment Bond in the full

No Bids may be read or considered

WHEREAS, Richardson Elementary

School is under construction and has

become unavailable to serve as a

polling place for the District’s May

14, 2019 Special Election; and

WHEREAS, Minnesota Statutes,

Section 204B.16 authorizes the

change in a polling place that was

approved before December 31, 2018

if the polling place is not available:

NOW THEREFORE, BE IT

RESOLVED by the School Board of

Independent School District No. 622,

State of Minnesota, as follows:

1. The polling place for all territory

in Independent School District No.

622 located in the City of North St.

Paul, Precinct 4; Ramsey County,

Minnesota, is hereby changed

for elections held in 2019 from

Richardson Elementary School to

Cowern Elementary School, 2131

Margaret Street No., North St. Paul,

Minnesota.

2. Pursuant to Minnesota Statutes,

Section 204B.16, subd. 1a, the

District shall send a notice of change

in this polling place location to each

affected household with at least

one registered voter in the precinct.

The notice should be sent at least

25 days before the next election

Chair Yener called the meeting to

order at 4:48 p.m. with the following

Neve, and Superintendent Osorio.

Others present were: Randy

Anderson, Josh Anderson, and Kim

Cavallaro.

In the audience: Rory Sanders.

During her check in, Osorio briefly

discussed upcoming plans to improve

the course registration process. She

also presented a facilities update and

shared draft drawings.

Osorio finished her report by

discussing the topic of year round

schools, an item on which board

members requested additional

information.

(Osorio left the meeting at 6:04 p.m.

as she was speaking at the Hmong

Parent Committee meeting)

R. Anderson reviewed the summer

long-term facilities maintenance

projects and budgets which were

presented at the March 26 work

session.

Board Members Augé, Livingston,

Anderson and Yener shared

comments regarding their recent

attendance at the National School

Board Association’s annual

conference. They also touched

on the Prioritizing Student Voice

in Strategic Planning presentation

that Osorio, Yener, and Jeff Cavett

facilitated for the conference.

Board members discussed the open

term for a school board liaison to

Advisory, beginning August 2019 and

ending July 2020. Appointment of

the individual will be an action item at

the April 23, 2019 business meeting.
