Public policy award goes to Metzen

State Sen. Jim Metzen (second from left), DFL-South St. Paul, is holding the Benjamin Franklin Public Policy Award he recently received from the National Association of Mutual Insurance Companies. Among his other accomplishments, Franklin was the founder of the first successful mutual insurance company in America.
