There has been a lot of buzz about the proposed residential and commercial development in Lake Elmo to be known as Inwood.

The Lake Elmo City Council moved the project forward by approving preliminary plans at its Dec. 2 meeting. The Inwood project has the potential to be the largest development in the city’s history.

In 5-0 vote, council members approved a preliminary plat and preliminary planned unit development plan for the Inwood project. The proposed development is for a mixed-use project by Hans Hagen Homes and Inwood 10, LLC on 157 acres of land located south of Tenth Street North and east of Inwood Avenue, and across the street from Oak Marsh Golf Course.

The preliminary plat approved by the council includes 275 single-family residential lots. The remainder of the site would be platted as outlots for future open space, up to 264 multi-family units south of Tenth Street and approximately 90,000 square feet of commercial space immediately east of Inwood Avenue.

Community development director Kyle Klatt said the developer has six months to bring a final plat before the council for approval, but would likely do so sooner. Construction on the project could begin as early as next spring. Klatt said if the development is approved, the developer would likely begin the project by constructing some of the single-family units, which he said would have four construction phases.

The developer would phase in the project over time, with a full build out expected within a four-to-seven year period once construction begins.
